GENERAL RULES AND REGULATIONS
ITEM SUBJECT APPLICATION
3 RATE PRODUCING LOWEST CHARGE IS LAWFUL RATE If the charges accruing under the rates published in other tariffs lawfully on file with the Illinois Commerce Commission from and to the same points via the same routes are lower than the charges accruing under the rates published in this tariff, such rate or rates producing the lowest charges will apply.
4 ITEMS AND/OR PROVISIONS NOT BROUGHT FORWARD Items and/or provisions previously shown and not brought forward, are cancelled.
5 DESCRIPTION OF GOVERNING CLASSIFACATION The term "Uniform Classification" when used herein means ICC UFC 6000-Series, issued by Uniform Classification Committee, Agent.
9 SELECTIVE RATE INCREASE (1) Rates published in this tariff have been increased by 3.0 percent unless otherwise indicated.

    METHOD OF COMPUTING INCREASE

(2) Rates were increased by multiplying the previously published rate by 1.03.
(3) Rates were rounded to the nearest cent.
10 STATION LIST AND CONDITIONS This tariff is governed by the Official List of Open and Prepay Stations ICC OPSL 6000-Series, issued by Station List Publishing Company, Agent, to the extent shown below:

    PREPAY REQUIREMENTS AND STATION CONDITIONS

 For additions and abandonment of stations, and except as otherwise shown herein, for prepay requirements, changes in names of stations, restrictions as to acceptance or delivery of freight, and changes in station facilities.
 When a station is abandoned as of a date specified in the above named tariff, the rates from and to such stations as published in this tariff are inapplicable on and after that date.
15 EXPLOSIVES, DANGEROUS ARTICLES For rules and regulations governing the transportation of explosives and other dangerous articles by freight, also specifications for shipping containers and restrictions governing the acceptance and transportation of explosives and other dangerous articles, see Freight Tariff ICC BOE 6000-Series.
20 REFERENCE TO TARIFF, ITEMS, NOTES, RULES, ETC. When reference is made in this tariff to tariffs, items, notes, rules, etc., such references are continuous and include supplements to and successive issues of such tariffs and reissue of such items, notes, rules, etc.
25 TERMINAL PRIVILEGES OR SERVICES Shipments made under the rates contained in this tariff are entitled also to terminal services and privileges, and are subject to the charges, allowances, rules and regulations legally applicable thereto, as provided in separately published, lawfully filed tariffs.

   EXCEPTION
When provisions of this tariff specifically provide any such charge, allowance, rule or regulation, corresponding or conflicting provisions in such separate tariffs will not apply.
26 NON-APPLICATION OF TRANSIT Transit will not be allowed in connection with rates in this tariff.
45 CAPACITIES AND DIMENSIONS OF CARS For marked capacities, length, dimensions and cubic capacities of cars, see the Official Railway Equipment Register, ICC RER 6410-Series, issued by R.E.R. Publishing Corporation Agent.
60 NATIONAL SERVICE ORDER TARIFF This tariff is subject to provisions of various Interstate Commerce Commission Service Orders and General Permits as shown in ICC NSO 6100-Series.
70 ALTERNATION CARLOAD RATES-VARYING MINIMUM WEIGHTS When two or more carload rates are provided in the same rate item for application on the same commodity from and to the same points, apply that rate which results in the lowest charge based upon the actual weight of the shipment, but not less than the minimum weight, published in connection with the rate used.
75 METHOD OF CANCELING ITEMS As this tariff is reissued, numbered items with letter suffixes cancel correspondingly numbered items in the original tariff. Letter suffixes will be used in alphabetical sequence starting with A.
Example: Item 100-A cancels Item 100 and Item 200-B cancels Item 200-A in a prior reissue, which in turn cancelled Item 200.
76 METHOD OF DENOTING REISSUED MATTER IN SUPPLEMENTS Matter brought forward without change from one issue to another will be designated as "Reissued" by a reference mark in the form of a square enclosing a number (or letter, or number and letter) being that of the supplement in which the reissued matter first appeared in its currently effective form. To determine its original effective date, consult the supplement in which the reissued matter first became effective.
80 INTERMEDIATE APPLICATION-ORIGIN Except as otherwise provided, subject to the provision of Notes 1, 2 and 3 below, from any point of origin from which a commodity rate on a given article to a given destination and via a given route is not named in Section Two of this tariff or in limited tariffs, which point is intermediate to a point from which a commodity rate on said article is published in this tariff or limited tariffs via a route through the intermediate point over which such commodity rate applies to the same destination, apply from such intermediate point to such destination and via such route the commodity rate in this tariff or limited tariffs on said article from the next point beyond from which a commodity rate is published herein on that article to the same destination via the same route.
NOTE 1: The rate to the intermediate point authorized by this rule is subject to the same conditions to which the rate to the next point beyond is subject.
NOTE 2: When by reason of branch or diverging lines there are two or more "next beyond" points, apply the rate from the next point beyond (in this tariff or limited tariffs) which on that article to the same destination via the same route results in the lowest charge.
NOTE 3: If the intermediate points located between two points from which commodity rates on the same article via the same route are published in this tariff or limited tariffs, apply via that route from the intermediate point the rate from the next point in either direction which results in the higher charge. In applying this note, if there are two or more next beyond points due to branch or diverging lines, eliminate all such next beyond points except the point from which the lowest charge is applicable.
85 INTERMEDIATE APPLICATION-DESTINATION Except as otherwise provided, subject to the provision of Notes 1, 2 and 3 below, from any point of destination to which a commodity rate on a given article from a given point of origin and via a given route is not named in Section Two of this tariff or in limited tariffs, which point is intermediate to a point to which a commodity rate on said article is published in this tariff or limited tariffs via a route through the intermediate point over which such commodity rate applies from the same point of origin, apply such intermediate point from such point of origin and via such route the commodity rate in this tariff or limited tariffs on said article to the next point beyond to which a commodity rate is published herein on that article to the same destination via the same route.
NOTE 1: The rate to the intermediate point authorized by this rule is subject to the same conditions to which the rate to the next point beyond is subject.
NOTE 2: When by reason of branch or diverging lines there are two or more "next beyond" points, apply the rate to the next point beyond (in this tariff or limited tariffs) which on that article to the same destination via the same route results in the lowest charge.

90 APPLICATION OF UNIFORM CLASSIFICATION Subject to the rules and regulations of the Uniform Freight Classification except as shown below:
1. Not subject to Rules 13 or 24 of the UFC or exceptions thereto.
2. Shipments moving under the rates in this tariff are not subject to the provisions of Rule 29 of UFC or exceptions thereto. In lieu thereof, the following rule will apply on long or bulky articles requiring the use of more than one car (See Exception).
When a shipment requires, on account of length, two or more open cars, the minimum weight to be used for the series of cars is the minimum weight prescribed for a single car plus 40,000 pounds for each additional car in the series. Freight charges are to be assessed on the greater of the actual or minimum weights.
A series of cars shall be determined by the number of cars over which the continuous lading extends. No series shall consist of more than four cars. If more than four cars are used, the additional car or cars shall be considered a new series. A common idler car between two series for the same consignee and destination will only be used in computing the minimum weight for one series.
EXCEPTION : This rule will not apply to shipments completely loaded in or on equipment owned or leased by shipper, including any shipper owned or leased idler cars that may be used as part of the shipment. For such shipments the provision of Rule 29 of the UFC will apply.
95 DETENTION RULES AND CHARGES Except as otherwise provided, the rules, regulations and charges applicable to demurrage and storage, as provided in Demurrage and Storage Rules Tariff FT ASLG 6004-Series, issued by North America Railroad Publishing Services, Inc., will apply.
100 ARTICLES ON WHICH RATES APPLY All comodities, carload.
105 STRAIGHT OR MIXED CARLOAD APPLICATION Where individual commodity descriptions herein include two or more articles subject to the same carload rates, such rates are applicable upon straight or mixed carload shipments of the articles named, unless otherwise specifically indicated therein.
